The following article contains guidance on monitoring the implementation of the suspension and reduction of electricity supply levels in Vietnam as stipulated in Circular 04/2025/TT-BCT.

On February 1, 2025, the Minister of Industry and Trade issued Circular 04/2025/TT-BCT stipulating the procedures for suspension and reduction in electricity supply.
The monitoring of the implementation of suspension and reduction in electricity supply is guided by the Ministry of Industry and Trade at Article 16 Circular 04/2025/TT-BCT as follows:
- In cases of suspension or reduction due to electricity source shortages, the Electricity Corporation is responsible for:
+ Monitoring the implementation of the maximum allowable power output and allocated capacity at provincial electricity companies, ensuring these companies adhere to the allocated output and capacity;
+ Monitoring the electricity reduction efforts of provincial electricity companies, ensuring these efforts comply with the principles stipulated in Article 16 Circular 04/2025/TT-BCT.
+ Before 8:00 AM daily, reporting to the National Power System Dispatching Center the performance results of the allocated electricity output and capacity of day D-1.
- In cases of suspension or reduction due to electricity source shortages, the Vietnam Electricity Corporation is responsible for:
+ Monitoring the implementation of the maximum allowable power output and allocated capacity at electricity corporations, ensuring they adhere to the allocated output and capacity;
+ Monitoring the electricity supply efforts of electricity corporations and provincial electricity companies, ensuring these efforts comply with the principles stipulated in Article 16 Circular 04/2025/TT-BCT.
- The Department of Industry and Trade is responsible for:
+ Annually, based on the importance of political, social, security, and defense factors, leading and cooperating with the Hanoi Power Corporation, Ho Chi Minh City Power Corporation, and Provincial Power Company to submit a list of priority electricity customers for approval by the Provincial People's Committee during instances of suspension and reduction in the electricity supply system;
+ Monitoring the suspension and reduction in electricity supply efforts of the Hanoi Power Corporation, Ho Chi Minh City Power Corporation, Provincial Power Company, Distribution Unit, and Retail Electricity Unit in the locality per the regulations in Circular 04/2025/TT-BCT.
+ Monitoring the electricity supply work of local power companies based on allocated electricity output and capacity when the national power system experiences a shortage;
+ Monitoring the power supply work in the locality according to the approved plans and the electricity reduction principles stipulated in Article 6 Appendix I Circular 04/2025/TT-BCT when the national power system experiences a shortage;
+ Monitoring the electricity usage of customers with agreed electricity load profiles with the provincial power companies in the locality when the national power system experiences a shortage.
- The Ministry of Industry and Trade is responsible for:
+ Generally overseeing the implementation of suspension and reduction in electricity supply by electricity units as regulated in Circular 04/2025/TT-BCT.
+ Generally overseeing the allocation and implementation of electricity output and capacity when the national power system experiences a shortage to ensure compliance with the principles stipulated in Article 6 Appendix I Circular 04/2025/TT-BCT.
