Notable new policies of Vietnam effective from the end of February 2025

Financial support for damage to livestock caused by natural disasters from February 25, 2025; list of work positions in industry and trade subject to periodic rotation from February 21, 2025; etc., are notable policies that will be covered in this bulletin.

1. Financial support rates for damage to livestock caused by natural disasters in Vietnam from February 25, 2025 

On January 10, 2025, the Government of Vietnam promulgated Decree No. 9/2025/ND-CP on policies on support for agricultural manufacturing to restore the manufacturing operations of areas suffering from damage caused by natural disasters or plant pests.

According to Decree No. 9/2025/ND-CP, the financial support rates for damage to livestock caused by natural disasters are as follows:  

- Poultry (chickens, ducks, geese, and pigeons) up to 28 days old: from 15.000 VND per animal to 30.000 VND per animal; poultry more than 28 days old: from 31.000 VND per animal to 45.000 VND per animal. 

- Quails up to 28 days old: from 3.000 VND per animal to 5.000 VND per animal; quails more than 28 days old: from 6.000 VND per animal to 10.000 VND per animal. 

- Pigs up to 28 days old: from 500.000 VND per animal to 600.000 VND per animal; pigs more than 28 days old: from 610.000 VND per animal to 1.500.000 VND per animal. Sows and boards in utilization: 3.000.000 VND per animal. 

- Nursing calves up to 6 months old: from 2.000.000 VND per animal to 4.000.000 VND per animal; dairy cows more than 6 months old: from 4.100.000 VND per animal to 12.000.000 VND per animal. 

- Buffaloes, cows, and horses up to 6 months old: from 1.500.000 VND per animal to 3.000.000 VND per animal; buffaloes, cows, and horses more than 6 months old: from 3.100.000 VND per animal to 7.000.000 VND per animal. 

- Sika deer, sheep, goats, and ostriches: from 1.000.000 VND per animal to 2.500.000 VND per animal. 

- Rabbits up to 28 days old: from 30.000 VND per animal to 50.000 VND per animal; rabbits more than 28 days old: from 51.000 VND per animal to 70.000 VND per animal. 

- Honey bees (colonies): from 300.000 VND per colony to 500.000 VND per colony.

2. List of work positions in industry and trade subject to periodic rotation in Vietnam from February 21, 2025 

On December 30, 2024, the Minister of Industry and Trade of Vietnam promulgated Circular No. 41/2024/TT-BCT on the list and the period of periodic rotation of work positions for officials and public employees who directly engage in and handle work in local industry and trade.

Specifically, the list of work positions in industry and trade subject to periodic rotation prescribed in Circular No. 41/2024/TT-BCT includes: 

- Issuance of licenses concerning import, export, and trade services, specifically: 

+ Certificates of eligibility for LPG/LNG/CNG trading merchants; 

+ Certificates of eligibility for bottled LPG retail stores;  

+ Certificates of eligibility for oil and gas retail stores;  

+ Certificates of eligibility for being oil and gas retail agents;  

+ Receipts of notices of oil and gas trading using small-scale oil and gas selling equipment;

+ Licenses to engage in liquor wholesale in provinces and centrally affiliated cities; 

+ Licenses to engage liquor retail; 

+ Licenses to engage in cigarette product wholesale; 

+ Licenses to engage in cigarette product retail; 

+ Licenses to establish representative offices of foreign merchants in Vietnam; 

+ Trading licenses and licenses to establish retail facilities of foreign-invested economic organizations in Vietnam; 

+ Licenses to engage in the local distribution of electricity of up to 35 kV voltage;

+ Licenses to engage in the local retail of electricity of up to 0,4 kV voltage;

- Issuance of licenses concerning the assurance of safety standards in manufacturing and trading, specifically:  

+ Licenses for operations within the protection scope of hydroelectric dams and reservoirs;  

+ Certificates of eligibility for explosive precursor manufacturing; 

+ Certificates of eligibility for manufacturing/trading/manufacturing and trading chemicals subject to conditional trading and manufacturing in the industrial sector;

+ Licenses to use industrial explosives; 

+ Certificates of technical training in the safety of industrial explosives for persons relevant to the use of industrial explosives; 

+ Certificates of technical training in the safety of explosive precursors for persons assigned to manage warehouses and storage places of explosive precursors; 

+ Certificates of food safety facilities;

+ Certificates of eligibility for LPG bottling stations;   

+ Certificates of eligibility for stations loading LPG into tank trucks; 

+ Certificates of eligibility for stations loading LPG/LNG/CNG into motor vehicles; 

+ Licenses to manually produce liquor for trading purposes; 

+ Licenses to produce industrial liquor (less than 3 million liters per year); 

+ Licenses to engage in electricity generation for local power plants with a capacity of less than 3 MW;

+ Notices of confirmation of the announcement of group-2 products and goods conformable with the corresponding technical regulations.  Notices of receipt of applications for declaration of conformity of products and goods conformable with national technical regulations.

3. Reporting deadline and submission date of statistical reports concerning labor – war invalids and social affairs in Vietnam from February 25, 2025 

On January 10, 2025, the Minister of Labor – War Invalids and Social Affairs of Vietnam promulgated Circular No. 02/2025/TT-BLDTBXH on regulations on statistical reports concerning labor—war invalids and social affairs.  

According to Circular No. 02/2025/TT-BLDTBXH, the reporting deadline and submission date of statistical reports concerning labor – war invalids and social affairs are as follows: 

- The reporting deadline is 1 year, from January 1 to December 31 of the reporting year. 

- Departments of Labor – War Invalids and Social Affairs of provinces and centrally affiliated cities shall submit reports by January 15 of the year following the reporting year following the postal stamp or the connection axis of the Government of Vietnam (excluding cases where the report template has different requirements). 

- General Departments, Departments, and Ministry Inspectorate shall summarize the statistical information and send it to the Department of Planning and Finance and the Information Technology Center by January 31 of the year following the reporting year.

4. List of shared equipment for ethnic minority language subjects in Vietnam from February 25, 2025 

On January 10, 2025, the Minister of Education and Training of Vietnam promulgated Circular No. 01/2025/TT-BGDDT on the list of mandatory equipment for teaching ethnic minority languages in general education facilities, continuing education centers, and vocational education – continuing education centers.

According to Circular No. 01/2025/TT-BGDDT of the Ministry of Education and Training of Vietnam, the list of shared equipment for ethnic minority language subjects is as follows:  

(1) Desktop computers or laptops 

- Purpose: for teachers to use during the presentation of the teaching content of ethnic minority language subjects and other subjects and educational activities in the school; 

- Detailed descriptions of teaching equipment:  

+ Connected with smart TVs (or projectors or display screens) during presentation; 

+ Common type with a minimum configuration able to install specific operating systems and software for teaching foreign languages and ethnic minority languages; 

+ Minimum screen requirement: 17 inches (for desktop computers) and 14 inches (for laptops); 

+ Mandatory connection ports: VGA, HDMI, USB, LAN, Wifi, and Bluetooth.

(2) Smart TVs (or multi-function projectors or display screens) 

- Purpose: for teachers to use during the presentation of the teaching content of ethnic minority language subjects and other subjects and educational activities in the school; 

- Detailed descriptions of teaching equipment:  

+ Smart TVs: 

++ Common type, 50-inch screen or more, Full HD;

++ Have sufficient connection ports conformable with computers or equivalent electronic devices (HDMI, USB, etc.); 

++ Have Vietnamese as a display language; 

+++ Have LAN, Wifi, and Bluetooth connections; 

++ Can be remotely controlled. 

+ Projectors: 

++ Common type; 

++ Have sufficient connection ports conformable with computers or equivalent electronic devices;

++ Have a minimum light intensity of 3.500 ANSI lumens;

++ Have a minimum resolution of XGA; 

++ Have a projection size of at least 100 inches; 

++ Can be remotely controlled; 

++ Enclosed with projection screens, control devices, and synchronized accessories. 

+ Display screens: 

++ Common type, 50-inch screen or more, Full HD;

++ Have sufficient connection ports conformable with computers or equivalent electronic devices;

++ Capable of smart interactions; 

++ Have Vietnamese as a display language; 

++ Can be remotely controlled; 

++ Power source: AC 90-22.
