Procedure for Issuing Health Insurance Cards to Military Personnel Participating in Health Insurance for the First Time

The Ministry of National Defense in cooperation with the Ministry of Health and the Ministry of Finance issues Joint Circular 85/2016/TTLT-BQP-BYT-BTC guiding the implementation of health insurance (HI) for military personnel and those involved in cipher activities.

Service members participating in health insurance for the first time will be issued health insurance cards in the following order:

- In the fourth quarter annually, service members participating in health insurance for the first time shall complete the Declaration of providing and changing personal information for the social insurance and health insurance participants and submit it to the directly managing unit;- Within 5 working days, the managing unit shall verify the accuracy of the declaration; compile and make a list, and send a written request to the personnel authority of the regiment-level unit or equivalent;- Within 5 working days, the regiment-level unit shall send the written request to the personnel authority of the division-level unit or equivalent;- Within 5 working days, the division-level unit shall compile the list and send a written request for issuing health insurance cards to the Social Insurance Department of the Ministry of National Defense;- Within 10 working days, the Social Insurance Department of the Ministry of National Defense must issue the health insurance cards and transfer them back to the unit for the health insurance participants.

The Joint Circular 85/2016/TTLT-BQP-BYT-BTC came into effect from August 06, 2016, replacing the Decision 105/2008/QD-BQP.
