This is a notable content stipulated in Circular 22/2018/TT-BGDDT guiding the emulation and commendation work in the education sector.
In this Circular, it is stipulated that agencies and units in the education sector, when considering emulation and commendation, should not impose emulation targets. They must ensure the principle of voluntary participation in emulation by collectives and individuals according to regulations.
Additionally, the consideration of emulation and commendation must comply with the following requirements:
- The consideration of emulation and commendation must be based on standards and achievements linked with specific, practical evidence and products of collectives and individuals;- The number of officials and public employees, and laborers proposed for recognition of the title “Grassroots Emulation Fighter” and Ministry-level commendations should ensure that no more than one-third are managerial staff;- Commendation will not be considered for collectives, individuals, heads, and deputies of heads of collectives or individuals under their management who violate duties during service.
