New Regulations on Promotion Exams for Public Employee Teaching Career Titles

The Ministry of Education and Training has just issued Circular 18/2017/TT-BGDDT stipulating the conditions, content, and forms of examination for promotion of professional titles for public employees teaching in public higher education institutions.

The content and forms of the promotion examination for public employee professional titles from Lecturer (Grade III) to Senior Lecturer (Grade II) and from Senior Lecturer (Grade II) to Principal Lecturer (Grade I) are stipulated as follows:

- General knowledge exam: Conducted in the form of essay writing, duration of 180 minutes;- Professional knowledge and skills exam: Conducted in the form of presentations and direct interviews, duration of 30 minutes per person;- Foreign language exam: Conducted in the form of written test, duration of 90 minutes;- Computer skills exam: Conducted in the form of multiple-choice questions or practical exercises on a computer, duration of 45 minutes.

Compared to current regulations, the new exam content and forms are more diverse and additionally include a computer skills exam.

Circular 18/2017/TT-BGDDT, effective from September 5, 2017, replaces Decision 44/1999/QD-BGD&DT of December 29, 1999.
