Measures to Mitigate Consequences Implemented in Case of War

On January 02, 2019, the Government of Vietnam issued Decree 02/2019/ND-CP on civil defense.

When a war occurs, it is necessary to apply measures to mitigate the war's consequences, such as:

- Creating decoy targets to mislead the enemy into attacking less valuable targets;- Continuing to build additional shelters, underground facilities, and defensive works, combined with camouflage and decoy targets;- Deploying an observation system, informing, and alarming the people’s air defense at all levels, promptly detecting enemy flying vehicles, and organizing notifications and alarms for forces to take cover, avoid, and counter-attack;- Organizing evacuation and dispersion of people and assets out of the key enemy attack zones;- Hiding means and equipment in underground works, caves, and shelters to preserve forces and means;- Stockpiling personal food, beverages, and water.- …
