On February 14, 2025, the Minister of Transport of Vietnam issued Circular 10/2025/TT-BGTVT promulgating the National Technical Regulations on lifting equipment on offshore structures.
The National Technical Regulations on lifting equipment in offshore structures are issued together with the Circular 10/2025/TT-BGTVT.
Registration Code: QCVN 97:2025/BGTVT.
The National Technical Regulations on Lifting Equipment in Offshore Structures, QCVN 97:2025/BGTVT replacing QCVN 97:2016/BGTVT, compiled by the Vietnam Register, appraised by the Ministry of Science and Technology, and issued by the Minister of Transport.
These regulations prescribe safety technical requirements and labor safety concerning the design, manufacture, modification, repair, import, exploitation, management requirements, inspection, testing, and certification of technical safety for lifting equipment in offshore structures (“lifting equipment” hereinafter referred to in this regulation as "lifting equipment").
In addition to the provisions in this regulation, relevant provisions of QCVN 48:2012/BGTVT, Amendment 1:2017 QCVN 49:2012/BGTVT, and QCVN 70:2014/BGTVT will be applied to materials, equipment, installation, and quality of fabrication of lifting equipment.
- Temporary lifting equipment must comply with the provisions of section 9 of API 2D.
- The regulations in this document do not apply to equipment for launching lifeboats, first aid, emergency escape equipment, diving equipment, and constant tension winch systems on offshore structures.

Certificates of inspection results issued for lifting equipment before August 20, 2025, will remain valid until the expiration of those certificates.
Lifting equipment manufactured or installed on offshore structures before August 20, 2025, will continue to comply with the regulations stipulated in QCVN 97:2016/BGTVT issued under Circular 10/2017/TT-BGTVT on April 4, 2017, by the Minister of Transport.
