April 22, 2024, the Government of Vietnam issued Resolution 52/NQ-CP on the Action Program and Plan of the Government of Vietnam to implement Directive 32-CT/TW dated April 10, 2024, of the Secretariat on strengthening the leadership of the Vietnam Communist Party in combating illegal, unreported, and unregulated fishing and promoting the sustainable development of the fisheries sector.
- To specify the objectives, tasks, and solutions for effectively implementing Directive 32-CT/TW dated April 10, 2024, of the Secretariat on enhancing the leadership of the Vietnam Communist Party towards the task of combating illegal, unreported, and unregulated (IUU) fishing and sustainable development of the fisheries sector; urgently address the limitations and weaknesses in the management, development of the fisheries sector, and combating IUU fishing in recent times, ensure effective implementation of the Party’s resolutions and guidelines on the Strategy for Sustainable Economic Development of Vietnam's Marine Economy by 2030, with a vision to 2045; relevant national plans, strategies, and programs related to sustainable development and international integration of the fisheries sector.
- Create a strong shift in awareness about the role and importance of combating IUU fishing, thereby changing the actions of all levels and sectors towards combating illegal, unreported, and unregulated fishing; enhance the state's management capacity and international cooperation activities in combating IUU fishing, urgently address existing weaknesses and limitations in the task of combating IUU fishing.
- Determine that combating IUU fishing is an important, urgent, and long-term task for the sustainable development of the fisheries sector; it is the responsibility of the entire political system and society as a whole; primarily the party committees, party organizations, and leaders in sectors and localities directly responsible for leadership and guidance, creating unity, synchronization, and high determination to achieve the goal of lifting the IUU “Yellow Card” warning in 2024 and maintaining sustainable results, thereby contributing to socio-economic development; protecting the sovereignty and sovereign rights over seas and islands; and enhancing Vietnam's political, diplomatic relations, and international standing.
- Based on this Program and Plan, ministries, ministerial-level agencies, agencies under the Government of Vietnam, and the People's Committees of coastal provinces and centrally-run cities will develop specific plans, identify key tasks, allocate resources, and organize the successful implementation of objectives, tasks, and solutions for combating IUU fishing and sustainable development of the fisheries sector.
