On December 25, 2023, the Minister of Information and Communications issued Circular 19/2023/TT-BTTTT guiding Decision 8/2023/QD-TTg on Specialized data transmission networks serving Party and State agencies in Vietnam.
- Specialized data transmission network uses public IP addresses and private IP addresses.
- Public IP addresses are re-issued by the Central Postal Department to users of specialized Internet access services in accordance with regulations of the Ministry of Information and Communications on the management and use of Internet resources.
- Dedicated IP addresses are used for connections within the dedicated data transmission network in accordance with the following regulations:
+ The Central Postal Department manages all IP addresses of the specialized data transmission network; allocating and dividing IP addresses according to level I access network, level II access network, administrative level, and users' needs to use telecommunications infrastructure; ensuring security, scalability, and redundancy of IP addresses; revoke IP addresses used inconsistently with regulations of the Ministry of Information and Communications;
+ The specialized information technology unit of the user synthesizes the needs and provides information to the Central Postal Department according to the form specified in Appendix II of this Circular to be granted an IP address for the information system connected to the specialized data transmission network in accordance with the registration;
+ The use of IP addresses must ensure the correct purpose, target audience, and no duplication between services, agencies, and organizations;
+ Every year, the specialized information technology units of the users are responsible for reviewing the use of IP addresses of specialized data transmission networks and sending reports to the Ministry of Information and Communications (Central Post Office Department).
- Routing principles:
+ The Central Postal Department manages and establishes routing policies throughout the network to serve interconnection between Party and State agencies to ensure service quality and network information security according to the connection regulations in this Circular;
+ Requests to create or change routing policies will only be implemented after agreeing on a plan between relevant units and the Central Postal Department.
Circular 19/2023/TT-BTTTT takes effect on March 1, 2024 and replaces Circular 27/2017/TT-BTTTT dated October 20, 2017, and Circular 12/2019/TT-BTTTT dated November 5, 2019.
