The Ministry of National Defense has just issued Circular 182/2019/TT-BQP stipulating the regulations on inmates meeting their relatives; receiving and sending letters; receiving gifts and communicating with relatives by telephone.

During the time of serving a prison sentence at a detention facility within the Military, in addition to meeting relatives as stipulated by the Law on Execution of Criminal Judgments, inmates are also entitled to extended visiting hours based on the Ministry's regulations. To be specific::

"Inmates who comply well with the regulations of the detention facility, actively study, work, respond to education and rehabilitation requirements, etc., the Head of the detention facility may extend the visiting time but not exceeding 03 hours or allow a private visit with their spouse not exceeding 24 hours….”

Additionally, the Head of the detention facility must organize visits for inmates to meet their relatives on all days of the week, including public holidays and Tet. The time during which inmates can visit their relatives in a day will be decided by the Head of the detention facility.

For detailed content, see Circular 182/2019/TT-BQP, effective from January 22, 2020, which annuls chapters II and III of Circular 132/2012/TT-BQP.
