HOT: Guidelines for the Implementation of Allowances and Subsidies for Public Employees in Extremely Disadvantaged Areas

Vietnam Social Security has just issued Official Dispatch No. 2284/BHXH-TCCB guiding the implementation of policies on allowances and benefits for public employees working in areas with particularly difficult socioeconomic conditions.

The allowances and subsidies for public employees working in areas with especially difficult economic conditions are calculated as follows:

- For attraction allowances and one-time subsidies when transferring work out of areas with especially difficult socio-economic conditions (EDSOC) or retiring, they are calculated based on the current salary according to the salary table stipulated in Decree 204/2004/ND-CP plus position allowances, over-frame seniority allowances (if any);- For long-term service allowances in areas with EDSOC, they are calculated based on the statutory pay rate stipulated in Decree 38/2019/ND-CP;- The allowances and subsidies regime stipulated in this Official Dispatch is received as a one-time salary (not including additional salary increment as regulated by the Sector) and is not used to calculate or receive the policies of social insurance (SI), health insurance (HI), and unemployment insurance (UI).
