The Ministry of Education and Training of Vietnam issued Official Dispatch 3898/BGDDT-GDTH on July 30, 2024, guiding the implementation of primary education tasks for the academic year 2024-2025.
The Guidance on organizing teaching and learning Foreign Language 1 in the General Primary Education Program in Vietnam is as follows:
- For grades 1 and 2: continue to implement the elective English program ensuring the requirements stipulated in the General Education Program. For other foreign languages besides English, including German, Korean, Russian, Japanese, French, and Chinese, which have been issued by the Ministry of Education and Training of Vietnam [9], based on the educational institution's implementation conditions and the needs of students and parents, educational institutions proactively implement elective teaching for grades 1 and 2 and select teaching materials according to regulations of the Ministry of Education and Training of Vietnam.
When implementing elective Foreign Language 1 for grades 1, 2, it is essential to ensure continuity with the mandatory foreign language subject starting from grade 3; the teaching time should be appropriate to the introductory learning format, without overwhelming students; carry out assessments, with a focus on regular evaluations to support learning, not using the assessment results for promotion; elective Foreign Language 1 learning in grades 1 and 2 must be reflected in the school's educational plan as prescribed.
- For grades 3, 4, and 5: implement solutions to organize mandatory Foreign Language 1 teaching; choose among the available Foreign Language 1 subjects suitable for the organizational capacity of educational institutions, and the needs of students and parents, ensuring continuity and following the requirements stipulated in foreign language programs and directives from Ministry of Education and Training of Vietnam.
Deploy the use of the English learning resource system on computers and online for primary levels according to Plan 160/KH-BGDDT, ensuring quality, practicality, and suitability with the local conditions and capacities.
Encourage educational institutions to engage in private investment on a voluntary basis in foreign language teaching to increase learning time; teaching foreign languages through themes of Math and Science; teaching some subjects in foreign languages. Strengthen the organization for teachers and students to learn foreign languages through television, media, and other suitable learning resources. Enhance foreign language practice through activities such as reading stories, experiential activities, creating a foreign language environment outside the classroom, playgrounds, and exchanges for students as guided by Ministry of Education and Training of Vietnam.
