According to Circular 03/2025/TT-BGDDT, the Ministry of Education and Training has stipulated the standards and conditions for appointing the Chairman, Vice Chairman (if any), Secretary, and members of the Board of Management in public service providers in the field of education and training as follows:

- For the Chairman of the Board of Management

+ Must comply with the provisions of Clause 2, Article 8 of Circular 03/2025/TT-BGDDT and other standards and conditions under the regulations of the Communist Party and the law;

+ Must be an official or public employee;

+ Must have credibility, capacity, and experience in managing a public service provider operating in the field of education and training.

- For the Vice Chairman (if any), Secretary, and members of the Board of Management

+ Must possess good political and ethical qualities and sufficient health to undertake the work;

+ Must not be under prosecution, investigation, trial, not serving a disciplinary decision or under consideration for disciplinary action as prescribed by law;

+ Must have a bachelor’s degree or higher;

+ Must have sufficient working age for at least one term (for new appointments) or satisfy the remaining time of the term (for replacing members of the Board of Management);

+ Must not be the spouse; father, mother, or direct caregiver or father, mother, or direct caregiver of the spouse; biological child, adopted child, daughter-in-law, son-in-law; biological siblings; biological siblings of the spouse as prescribed by law of the head, deputy head, chief accountant of the public service provider;

+ Other standards and conditions as prescribed by the Communist Party and the law.
