05 requirements for the assessment level of marine sand mineral resources in Vietnam from January 28, 2025

On December 13, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 32/2024/TT-BTNMT stipulating the technical standards for the investigation and assessment of marine sand mineral resources.

The requirements for assessing the level of marine sand mineral resources in Vietnam are specifically stipulated in Clause 1, Article 28 of Circular 32/2024/TT-BTNMT as follows:

- Determining the size, morphology, and establishing general distribution rules; the internal structure of the marine sand body, assessing variations in thickness, morphology, quality of the marine sand body; delineating the boundaries of the marine sand body to meet resource criteria and other geological objects present within the assessment area;

- Identifying useful, harmful components within the marine sand body; preliminarily determining reasonable exploitation, processing, and utilization technologies;

- Regarding hydrological characteristics, it is essential to clarify current factors; delineate the area affected during mining operations;

- Research on hydraulic dynamics must determine the rate of sediment deposition, the direction of sediment material movement, and assess potential impacts on the natural environment, aquaculture areas, mining areas, and shoreline fluctuation trends;

- Mineral exploitation activities (if any) within the resource boundary level 222 must not affect the ecological environment or preliminarily select solutions to mitigate and minimize environmental impacts.

Additionally, the Ministry of Natural Resources and Environment of Vietnam also has requirements for the assessment level of marine sand mineral resources in Clause 1, Article 27 of Circular 32/2024/TT-BTNMT as follows:

- Determining the fundamental characteristics regarding shape and distribution of mineral bodies;

- Determining the thickness, structure, and stability level of the mineral bodies;

- Mineral quality is determined by analyzing samples from evaluation projects within the assessment area;

- Technical sample analysis or technology testing has been conducted to preliminarily determine mining technology, feasible utilization, and effective use of marine sand mineral resources;

- A preliminary evaluation and forecasting of the impacts of marine sand usage and exploitation activities on the ecological environment have been conducted; proposing remedial and protective solutions.
