On November 30, 2024, the National Assembly of Vietnam passed Circular 46/2024/TT-BGTVT, which includes regulations on the development of renewable energy power and new energy power.
The principles for the development of renewable energy and new energy power in Vietnam are specifically stipulated in Clause 2, Article 20 of the Electricity Law 2024 as follows:
- Ensuring the security of electricity supply and the safety of the electrical system;
- Development in regions and localities with potential and advantages in renewable energy and new energy, synchronized with the infrastructure development of the electrical system to avoid wastage and loss in construction investment due to the inability to release capacity, ensuring effective exploitation of power sources, reliability in electricity supply; reducing technical losses, and reducing long-distance power transmission pressure; ensuring environmental requirements and in line with the socio-economic conditions of the development area;
- Ensuring synchronization in the training plan, developing human resources for research and activities in the field of renewable energy and new energy, advancing towards technological autonomy in certain stages where appropriate;
- Prioritizing the efficient exploitation and use of renewable energy and new energy sources to sustainably and rationally exploit natural resources, ensuring national energy security and serving electricity export;
- Prioritizing the development of large power source projects to form clusters of plants or renewable energy centers to leverage natural advantages, grid infrastructure, in accordance with power release capacity and operational requirements of the national power system of each region and locality, suitable to the conditions and technological level in each period;
- Encouraging the suitable development of rooftop solar power, solar power on water surfaces, and irrigation reservoirs; prioritizing development on the water surfaces of existing hydropower reservoirs without the need for new transmission grid investment;
- Prioritizing the development of offshore wind power linked with ensuring national defense, security, and maintaining sovereignty over national borders and sea islands.
