Entities eligible to trade in goods at border markets in Vietnam from December 1, 2024

On October 4, 2024, the Government of Vietnam promulgated Decree 122/2024/ND-CP amending Decree 14/2018/ND-CP on border trade in Vietnam.

Entities eligible to trade in goods at border markets in Vietnam from December 1, 2024

The entities eligible to trade in goods at border markets in Vietnam from December 1, 2024, include:

- Merchants and citizens holding Vietnamese nationality who have registered residence in the border area.

(Current: Vietnamese traders or individuals having permanent residence in bordering areas or permits for residing in bordering areas granted by competent police authorities.).

- Merchants and citizens holding the nationality of a country sharing the border, with passports or equivalent documents replacing passports and visas, except for cases exempted from visas, which are still valid according to international treaties to which the Socialist Republic of Vietnam is a member, and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 as amended and supplemented by Law No. 51/2019/QH14 and Law No. 23/2023/QH15; merchants, business households, individuals with business registration in the country sharing the border have been granted a business registration certificate according to the law of the country sharing the border.

(Current: Traders or individuals holding nationalities of neighboring countries and having one of the following valid documents: passport, border identity card or citizenship card (applied to border residents living in the land border routes of Vietnam – Laos or Vietnam – Cambodia), laissez-passer or other immigration documents granted in accordance with regulations of law of neighboring countries; traders, household businesses or individuals having business registration certificates granted by neighboring countries in accordance with regulations of law of neighboring countrie).

- Merchants, business households, individuals with business registration from the country sharing the border are only permitted to trade and exchange goods at the border market and must comply with the legal regulations of Vietnam.
