Direction of the Prime Minister on the issuance of guidelines on the method of pricing textbooks in Vietnam

On December 25, 2023, the Prime Minister issued Directive 32/CT-TTg on continuing to promote fundamental and comprehensive innovation in general education, including requiring the Ministry of Education and Training to issue guiding documents on textbook pricing methods in Vietnam.

Specifically, in order to continue promoting fundamental and comprehensive innovation in general education in accordance with the resolutions of the Party, the National Assembly, and the National Assembly Standing Committee, the Prime Minister has requested that the Ministry of Education and Training focus on implementing the following key tasks:

- Issuing guidelines on the method of pricing textbooks to ensure strict control of production and distribution costs in order to reduce the price of textbooks.

- Developing the Government's Action Plan for the implementation of Resolution 686/NQ-UBTVQH15 and submitting it to the Government in December 2023.

- Completing the Minimum Investment Project for infrastructure and teaching equipment to meet the requirements of the 2018 General Education Program and submitting it to the Prime Minister in 2024.

- Continuing to improve and develop the 2018 General Education Program to align with the set goals and requirements.

- Completing the planning of the network of higher education and pedagogical institutions and submitting it to the Prime Minister in December 2023.

- Summarizing the implementation of the innovation of the 2018 General Education Program and textbooks, and based on that, proposing a plan and reporting to the Government for the organization of compiling a set of textbooks as stipulated in Resolution 88/2014/QH13 in 2025.

- Strengthening propaganda efforts and enhancing inspection and supervision of the implementation of the innovation of the 2018 General Education Program and textbooks.

At the same time, the Ministry of Education and Training is responsible for monitoring and urging relevant ministries, agencies, and localities to implement Directive 32/CT-TTg in 2023 and timely reporting to the Prime Minister on any difficulties and obstacles encountered during the implementation process.
