Costs for Implementing Social Assistance Payments for Social Protection Beneficiaries in Vietnam

On July 17, 2024, the Minister of Finance of Vietnam issued Circular 50/2024/TT-BTC amending Circular 76/2021/TT-BTC on guidelines for Clauses 1 and 2 of Article 31 of Decree 20/2021/ND-CP stipulating social assistance policies for social protection beneficiaries.

Costs for Implementing Social Assistance Payments for Social Protection Beneficiaries in Vietnam

The costs for implementing social assistance payments for social protection beneficiaries from September 1, 2024 in Vietnam, are regulated as follows:

- Office supplies, printing, photocopying documents, forms, notices, costs of renting a payment location, drinking water for beneficiaries at the payment location, and other necessary costs serving the payment of policies to social protection beneficiaries: The payment level shall be based on actual costs on the basis of legal invoices and receipts within the allocated budget approved by the competent authority and in accordance with the law on bidding;

- Cash transportation costs, costs of transferring money to policy beneficiaries, support costs for making ATM cards for beneficiaries who request bank payment, costs of hiring security forces at the payment location (if necessary): The payment level shall be based on actual costs on the basis of legal invoices and receipts within the allocated budget approved by the competent authority and in accordance with the law on bidding;

- Night work and overtime costs: To be implemented in accordance with the provisions of the Labor Code 2019,Decree 145/2020/ND-CP providing detailed regulations and guidance on the implementation of some articles of the Labor Code 2019 on working conditions and labor relations;

- In the case of implementing social assistance payments for social protection beneficiaries through a payment service organization: The payment cost shall be determined as a percentage of the total payment amount for social protection beneficiaries as prescribed by the People's Council of the province, depending on the local conditions and the actual number of social protection beneficiaries in each locality.
