Contents of the project for centralized resettlement of population stability in Vietnam

According to Appendix I issued with Circular 24/2023/TT-BNNPTNT, the specific contents of the project for centralized resettlement of population stability:

- The necessity of implementing the project: Based on practical conditions (population situation in different areas: natural disasters, particularly difficult areas, border areas, islands, issues of free migration, special-use forests, national defense and security, etc.); legal basis (related Decisions, Directives, etc.).

- Determining the scope, scale, targets, and objectives of the project.

- Analyzing and evaluating the natural, economic, and social conditions of the area for centralized resettlement, such as: Land, water resources, topography, climate, infrastructure, population and livelihoods, indigenous culture, customs and related factors affecting the stability of people's lives and production.

- Project activities

+ Regarding the arrangement of population stability: The number of households to be relocated to resettlement areas (within the commune, within the district; outside the district, within the province), land allocation for residential and production purposes for households, progress of the resettlement arrangement over the years.

+ Regarding the construction of infrastructure: Investment in essential infrastructure for the areas of centralized resettlement according to the approved project, including the items specified in point b, clause 2, item IV, Article 1 of Decision 590/QD-TTg 2022.

+ Regarding production development, vocational education development, and employment in the project area: Orientation and organization of production development, vocational education development, and employment in the project area according to the provisions in clause 3, clause 4, item IV, Article 1 of Decision 590/QD-TTg 2022.

- Implementation solutions for the project, especially solutions to ensure residential and production land fund, mobilize investment capital, organize production development, and improve infrastructure to build suitable residential areas according to the criteria of new rural development.

- Calculation of total investment, funding sources, and implementation progress.

+ Calculation of total investment, allocation of funds for development, production development, and other expenses;

+ Funding sources: Central budget, local budget, other legal sources of funding;

+ Phased investment.

- Evaluation of the economic, social, environmental, defense, and security effectiveness of the investment in the project for centralized resettlement.
