This is the content stipulated in Decree 98/2016/ND-CP amending Decree 10/2015/ND-CP regarding birth by in vitro fertilization techniques and conditions for surrogacy for humanitarian purposes.
Health examination and treatment facilities are permitted to perform surrogacy for humanitarian purposes when they meet the following conditions:
- Have at least 02 years of experience in performing in vitro fertilization techniques, from the date the Ministry of Health allows the implementation of this technique (previously regulated as 01 year);- A minimum total of 1,000 in vitro fertilization cycles per year in 02 years (previously regulated as 300 cases in 01 year).
In addition, the Decree also specifies the infrastructure, medical equipment, and personnel required to perform in vitro fertilization techniques.
Decree 98/2016/ND-CP is effective from July 01, 2016.
