On September 3, 2019, the Minister of Culture, Sports and Tourism issued Circular 08/2019/TT-BVHTTDL prescribing the procedures for judicial expertise on cultural products.

The judicial expertise process is carried out in the following 06 steps:

- Receiving the request and requisition for expertise;- Preparing to conduct expertise;- Conducting expertise;- Concluding the expertise;- Handing over the expertise conclusion;- Creating and storing the expertise dossier.

Before conducting expertise, the judicial expertise organization shall base on the requisition dossier, expertise request to select appropriate judicial experts, ad-hoc judicial experts for the case, and assign the person responsible for coordinating the implementation of judicial expertise.

The judicial expertise organization conducts judicial expertise on the subject matter of expertise in the form of collective expertise. The number of judicial experts must be from 03 people or more. The decision to conduct judicial expertise is made according to Form No. 01 in the Appendix issued together with this Circular.
