On June 28, 2024, the National Assembly of Vietnam passed Resolution 139/2024/QH15 on the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050.
Some highlights in the National Marine Spatial Planning for the period 2021 - 2030, vision 2050 in Vietnam include:
- Focus on building an infrastructure and logistics services system associated with the development of the shipbuilding and maritime transport industry, multi-purpose, dual-use coastal and island infrastructure, synchronized and modern, creating momentum to attract resources and promote the sustainable development of marine economic sectors, ensuring national defense, security, foreign affairs, and international cooperation, meeting the requirements of responding to marine environmental incidents, natural disasters, climate change, and sea level rise;
- Develop sustainable, responsible, and creative marine and island tourism associated with the development of green, smart island urban areas;
- Promote sustainable fisheries economic development in a green, circular, low-carbon direction, with high resilience prioritizing offshore aquaculture and fishing, associated with marine conservation and marine culture;
- Rapid and sustainable development of clean, green energy from the sea, prioritizing the development of offshore wind power, contributing to national energy security, defense, and security; comprehensive research and assessment of the potential and development of the oil and gas industry, solid minerals, and construction materials from the seabed.
Scope of the planning: The National Marine Spatial Planning includes coastal lands, islands, archipelagos, seas, and skies of Vietnam. To be specific:
- Coastal land is the mainland of district-level administrative units with seas belonging to 28 coastal provinces and cities under central authority;
- The islands, Hoang Sa Archipelago, Truong Sa Archipelago, and other archipelagos under Vietnam's sovereignty in accordance with international laws;
- The seas include internal waters, territorial seas, contiguous zones, exclusive economic zones, and continental shelves under the sovereignty, sovereign rights, and national jurisdiction of Vietnam, as defined by Vietnamese law, international treaties on territorial borders to which the Socialist Republic of Vietnam is a member, and in accordance with the 1982 United Nations Convention on the Law of the Sea;
- The skies over the coastal lands, islands, archipelagos, and seas in accordance with Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a member.
