LEGAL SECRETARY respectfully introduces to esteemed members and customers the new and significant points of 16 Decrees effective from July 1, 2018.
From July 1, 2018, a number of officials, public employees, and workers will be adjusted in terms of pensions, social insurance allowances, and monthly allowances according to Decree 88/2018/ND-CP.
To be specific: the increase will be 6.92% of the pension, social insurance allowance, and monthly allowance as of June 2018 for groups such as:
- Officials, public employees, workers, military personnel, police, and those involved in governmental cryptic work who are receiving monthly pensions (including those with voluntary social insurance participation, retirees from the Nghe An farmers' social insurance fund under Decision 41/2009/QD-TTg);- Commune-level officials as per Decree 92/2009/ND-CP, Decree 121/2003/ND-CP, and Decree 09/1998/ND-CP;- Individuals receiving monthly labor loss allowances; monthly allowances under Decision 91/2000/QD-TTg, Decision 613/QD-TTg; rubber workers receiving monthly allowances.- Individuals receiving monthly occupational accident and disease allowances;- ...
Decree 78/2018/ND-CP amends and supplements Decree 127/2007/ND-CP on implementing certain provisions of the Law on Standards and Technical Regulations (QCKT).
The Government of Vietnam assigns additional responsibilities to ministries and ministerial-level agencies in the development and issuance of national standards in fields such as:
- Ministry of Health: Occupational safety and hygiene (ATVSLD) concerning occupational hygiene factors in work environments (excluding radiation); occupational safety concerning medical equipment with strict safety requirements.- Ministry of Agriculture and Rural Development: Aquaculture, aquatic seed, ATVSLD for agricultural - forestry - aquaculture products; fishing tools; …- Ministry of Transport: ATVSLD for types of transportation means, cargo handling equipment, construction machinery used in transportation (except for defense service transport, security means, and fishing vessels);- Ministry of Construction: Industrial construction projects, ATVSLD in technical solutions and organization of construction project execution.

This content is included in Decree 77/2018/ND-CP on supporting the development of small-scale irrigation, on-farm irrigation, and modern, water-saving practices.
The state will support investment in building electric pumping stations, sluices, and solidified canals as follows:
- Support 70% of the construction costs of sluices and solidified canals. Particularly for midlands, mountainous areas, and the Central Highlands, support up to 90% of the total construction investment (excluding site clearance costs).- Support up to 40% of the value of machinery and equipment investment for building electric pumping stations in the Mekong Delta: Support up to 40%.
The support request dossier includes:
- Support request form (as per the template);- Approved documentation;- Acceptance record of phases or project completion for exploitation and use.

Enterprises under the Ministry of Defense and Ministry of Public Security are allowed to trade weapons under the conditions:
- The organization or enterprise is assigned a business plan or mission by the Minister of Defense or Minister of Public Security;- Ensure conditions on security, order, fire prevention, emergency response, and environmental protection (according to Clause 2 Article 7 of this Decree);- The warehouse, storage, and transportation facilities for business activities must meet security, order, fire prevention, emergency response, and environmental protection requirements as per the law;- Managers must be trained in weapon management, usage, safety techniques, fire prevention, and emergency response in business activities.
Decree 79/2018/ND-CP is effective from July 1, 2018, repealing Decree 25/2012/ND-CP, Decree 26/2012/ND-CP and Decree 76/2014/ND-CP.
