10 Sectors and Fields Required to Complete State Management Decentralization

The Government of Vietnam requests the completion of regulations on the decentralization of state management between the Government of Vietnam, the Prime Minister, ministries, and ministerial-level agencies with Provincial People's Committees for the following 10 sectors and fields:

- Sector, field of internal affairs, including: Organization of state administrative apparatus; public service provider; salary of Vietnamese officials and public employees, job positions;- Sector, field of natural resources and environment, including: Sea and islands;- Sector, field of information and communication, including: Broadcasting and television;- Sector, field of culture, including: Cinema;- Sector, field of health, including: Medical examination and treatment;- Sector, field of construction, including: Construction investment activities; architecture; planning; urban development;- Sector, field of science and technology, including: Scientific and technological activities;- Sector, field of labor, invalids, and social affairs, including: Management of Vietnamese workers going to work abroad under contracts; safety and labor hygiene;- Sector, field of finance, including: State budget revenue; state budget expenditure; public debt management; fees and charges; public assets;- Sector, field of planning and investment, including: Investment management; public investment; foreign investment.
