Projects for power generation required to conduct technical safety assessment in Vietnam

The Minister of Industry and Trade of Vietnam issues Circular 02/2025/TT-BCT dated February 1, 2025, stipulating regulations on the protection of electrical works and safety in the electricity sector.

This Circular details certain provisions of the Electricity Law regarding the protection of electric power projects and safety in the electric power sector, including: Clause 4 and Clause 5 of Article 69, Clause 4 of Article 70, Point d of Clause 1 of Article 71 of the Electricity Law.

Projects for power generation required to conduct technical safety assessment in Vietnam

Electricity generation projects required to perform technical safety assessments include:

- Thermal power plant;

- Wind power project;

- Offshore wind power project;

- Solar power project (except rooftop solar power projects and self-produced, self-consumed rooftop solar power projects).

Technical safety assessment report for power generation projects in Vietnam

(1) Before December 15, according to the reporting period, the owner or the operational managing unit of the power generation project is responsible for compiling the technical safety assessment report according to the form stipulated in Appendix I issued with this Circular and submitting it to the report-receiving agency in Clause 2 of this Article.

(2) Report-receiving agency

- The Department of Industrial Safety Techniques and Environment is the report-receiving agency of the Ministry of Industry and Trade for technical safety assessment reports of power generation projects from Level I and above and power generation projects located in administrative areas spanning 2 or more provinces.

- The Departments of Industry and Trade of provinces and centrally governed cities are the report-receiving agencies for technical safety assessment reports of power generation projects within the province or centrally governed city, except as stipulated in Point a of Clause 5 of this Article.

(3) Form of report submission

The owner or operational managing unit of the power generation project shall submit the report to the report-receiving agency in person, via postal mail, or through the electronic document system.

Circular 02/2025/TT-BCT is effective from February 1, 2025.
