On January 17, 2025, the Central Executive Committee of Vietnam issued Regulation 231-QD/TW on the protection of the fight against corruption, wastefulness, and negativity.
According to Regulation 231-QD/TW, individuals who combat corruption, waste, and negative behavior are those who report, denounce, or inform on acts of corruption, waste, or negative behavior by agencies, organizations, or individuals in the performance of assigned duties, in the management and use of public finances and property.
Relatives of the anti-corruption, waste, and negative behavior activists who are protected include: spouses, biological parents, adoptive parents, biological children, and adopted children.
The activists and their relatives will be protected concerning the confidentiality of their identities and other personal information; their lives, health, property, honor, dignity, position, occupation; and other legal rights and interests in accordance with the law.
Additionally, the activists have the right to:
- Be informed of the protective measures; the rights and obligations when protective measures are applied.
- Request changes, additions, or termination of protective measures; or refuse the application of protective measures.
- Be compensated in accordance with the law on state compensation liability when the competent authority fails to apply protective measures or applies them not promptly, causing damage to the lives, health, property, or spirits of the activists or their relatives.
Simultaneously, the activists also have the responsibility to:
- Comply with the regulations of the Communist Party and the laws of the State on handling and resolving reports and denunciations of corruption, waste, and negative behavior; ensuring no impact on the lawful and legitimate rights and interests of organizations and individuals.
- Follow the requirements of competent agencies, organizations, or individuals in the protection process, providing relevant information and documents on the content of combating corruption, waste, and negative behavior; and bear responsibility for the accuracy and truthfulness of the information and documents provided.
- Provide evidence (if available) to identify any threats, suppression, revenge, or violations of their lawful rights and interests and those of their relatives.
- Comply with the final conclusions of competent organizations, agencies, or units and other related regulations of the Communist Party and the laws of the State.
