1. Requirements for the award and receipt of emulation titles and commendation forms in Vietnam

Requirements for the award and receipt of emulation titles and commendation forms in Vietnam according to Article 25 of Decree 98/2023/ND-CP are as follows:

- The organization of the ceremony for awarding and receiving emulation titles and commendation forms must honor both collectives and individuals, educate patriotic traditions, and revolutionary ideals; be associated with patriotic emulation movements and the implementation of socio-economic development tasks, ensure local and national defense and security; ensure safety, solemnity, thriftiness, effectiveness, without ostentation or formalism.

- Practices of civilized living, preserving cultural values, and national identity must be observed during the ceremony for awarding and receiving emulation titles and commendation forms.

- Separate ceremonies for awarding and receiving emulation titles and commendation forms should not be organized. Such awards and commendations should only be given in conjunction with major national holidays, founding days, traditional days of ministries, departments, localities, units or summary conferences according to specific programs, and as implemented according to Decree 98/2023/ND-CP (except for cases of awards for extraordinary achievements, resistance achievements, and the title “Vietnamese Heroic Mother”).

- Representatives of the collective leadership, family being commended directly receive the emulation title and form of commendation for the collective, family. Individuals being commended directly receive the emulation title and form of commendation. In case of posthumous commendation, the family representative of the person being commended receives on their behalf.

- Awards of emulation titles and commendation forms should be given from higher to lower ranks. When the same form of commendation is involved, collective or family should receive first, followed by individuals; awards first, posthumous commendations later. When emulation titles and commendation forms are awarded by the same authority, emulation titles should be awarded first, commendation forms later; first to the collective, then to families, individuals, and finally posthumously.

- During the announcement, granting, and receiving of emulation titles and commendation forms, unauthorized persons should not present flowers, film, or photograph on the stage. There should be no parades or receptions for awarded emulation titles and commendation forms.

2. Regulations on the protocols of disclosure, award, and receipt of emulation titles and commendation forms in Vietnam

Regulations on the protocols of disclosure, award, and receipt of emulation titles and commendation forms in Vietnam according to Article 26 of Decree 98/2023/ND-CP are as follows:

- The master of the ceremony is a representative leader of the ministry, department, provincial People’s Committee, or the unit organizing the ceremony. The organizing unit is responsible for preparing the script for the announcement, awarding, and receiving of emulation titles and commendation forms.

- Announcing the decision to award emulation titles and commendation forms:

+ A representative of the authority responsible for emulation and commendation work or the unit organizing the ceremony announces the full text of the commendation decision for the emulation title or form of commendation;

+ Announcement of the President's Commendation Decision: Prior to the announcement, the announcer invites the traditional flag team (if any), representatives of the Party committee, government leadership, Vietnam Fatherland Front, trade union, Ho Chi Minh Communist Youth Union (or representatives of the generations of leadership of the commended collective), or commended individuals to the stage to hear the commendation decision;

+ Announcing the commendation decision of the Government of Vietnam or the Prime Minister of the Government of Vietnam: After the announcement, the announcer invites the representative of the commended collective or individual named in the commendation decision to the stage to receive the emulation title or form of commendation.

- Awarding emulation titles and commendation forms:

+ The one awarding the emulation titles and commendation forms is the authority entitled to decide on the commendation or the person authorized by the competent authority to award the emulation title or form of commendation; or representatives of higher leadership attending the ceremony; the person awarding stands at the central position on the stage;

+ Order of awarding: Pinning medals (or badges accompanying the title) first, then presenting the certificate and flag of Hero for the collective receiving the Hero title;

+ For collectives with a traditional flag: The one awarding pins the medal (or badge accompanying the title) onto the upper right corner of the traditional flag. The position of the medal (or badge accompanying the title) on the traditional flag is from top to bottom;

For collectives without a traditional flag: The one awarding presents the certificate with the medal (or badge accompanying the title) already attached;

+ For individuals: The one awarding pins the medal (or medal, badge accompanying the title) onto the left chest of the recipient, then presents the certificate;

+ Posthumous commendation: The one awarding presents the certificate with the medal (or medal, badge accompanying the title) already attached to the representative of the commended individual’s family;

+ In special cases such as elderly individuals in poor health, disabled persons, or when the commendation decision involves many recipients, the organizing authority should seek the opinion of the person authorized to award or their authorized representative or higher leadership representative attending the ceremony to decide.

- Receiving emulation titles and commendation forms:

+ Receiving commendations under the authority of the President: The award recipient stands straight in a horizontal line at the central position on the stage when the commendation decision is announced;

+ Receiving emulation titles and commendation forms under the authority of the Government of Vietnam, the Prime Minister of the Government of Vietnam: The award recipient is invited to the central position on the stage to receive the award;

+ When receiving the certificate (or flag), the recipient holds the certificate or flag high at chest level and maintains this position until leaving the stage;

+ If necessary, the representative of the collective (or individual, family) receiving the commendation may give a speech after receiving the award.

- Service personnel for the ceremony:

+ Do not turn their back to the attendees; stand behind and to the right (dominant hand side) of the person awarding when handing the medal (or medal, badge accompanying the title, certificate, flag) to the awarder;

+ Place the medal (or medal, badge accompanying the title, certificate) in a tray covered with red cloth; the certificate must be framed; holding the tray, hand the medal, certificate, flag with both hands to the awarder.
