On August 12, 2024, the Chief Procurator of the Supreme People's Procuracy of Vietnam issued Circular 02/2024/TT-VKSNDTC stipulating the work of emulation and commendation in the People's Procuracy sector.

Criteria for awarding the Commemorative medal "For the cause of Procuracy" in Vietnam

(1) The Commemorative Medal "For the Cause of the Procuracy" is a form of recognition and commendation by the Chief Procurator of the Supreme People's Procuracy for individuals who have worked or are working within the People's Procuracy system, and individuals outside the People's Procuracy system who have made contributions to the development of the People's Procuracy sector.

(2) The Commemorative Medal "For the Cause of the Procuracy" is awarded only once to each individual. Annually, it is awarded to individuals on the occasion of the sector's traditional day (July 26); in necessary or unexpected cases, it is considered and decided by the Emulation - Commendation Council of the People's Procuracy sector.

(3) Criteria for awarding the Commemorative Medal "For the Cause of the Procuracy":

* For individuals working within the People's Procuracy system:

- Having worked continuously for 15 years, with good moral qualities and fulfilling assigned tasks well, an individual is eligible for the Commemorative Medal. In cases where individuals are seconded, sent for education or military service, the time spent on secondment, education, or military service is counted as working time in the sector for the purpose of awarding the Commemorative Medal. If during their work period, an individual is disciplined from reprimand level or higher, the time of serving the discipline is not counted towards the awarding of the Commemorative Medal;

- If the individual has worked in legal roles in other sectors and then transferred to work within the People's Procuracy system, the time spent in legal roles in other sectors is counted towards the time for the Commemorative Medal, but there must be at least 05 years of working in the People's Procuracy system;

- Having 08 continuous years of holding leadership or management positions from the departmental level and equivalent upwards in the units within the People's Procuracy system;

- Cases where seniority is not counted when considering awards: Leaders of the Supreme People's Procuracy; individuals conferred the title "Hero of Labor", or awarded the Labor Medal of various ranks.

* For individuals outside the People's Procuracy system: Having made significant contributions to the building and development of the People's Procuracy sector, as proposed by the Emulation - Commendation Council of the sector.

(4) Cases eligible for early award of the Commemorative Medal:

- Individuals conferred the title "National Emulation Soldier" or awarded the Certificate of Merit from the Prime Minister of Vietnam are eligible for the Commemorative Medal 02 years early;

- Individuals recognized as "Emulation Soldier of the People's Procuracy sector" are eligible for the Commemorative Medal 01 year early.

(5) Cases where individuals are disciplined from the form of a "reprimand" or higher (except for cases of dismissal) will have the awarding period extended by 01 year.

(6) Cases in which the Commemorative Medal is not considered:

- Individuals currently under disciplinary actions;

- Individuals under consideration for disciplinary actions, under investigation, inspection, or audit when there are signs of violation or having petitions/complaints that are being verified and clarified by competent authorities.

(7) Cases in which the Commemorative Medal is not awarded:

- Individuals dismissed from their jobs;

- Individuals prosecuted for criminal liability.
