Early submission to the Government of Vietnam for the issuance of the Decree guiding the Law on Cooperative 2023

The Government of Vietnam requests the Ministry of Planning and Investment of Vietnam to lead, and cooperate with relevant agencies and localities in performing certain tasks such as:

- Closely coordinate with the Government Office to promptly submit to the Government of Vietnam to issue a Decree detailing certain articles of the Cooperative Law 2023, minimizing issues arising from legal gaps when the Law takes effect from July 1, 2024.

- Research and propose major policies and orientations in building the medium-term public investment plan for the 2026 - 2030 period, report to the Prime Minister of the Government of Vietnam in August 2024.

- Proactively cooperate with the Ministries of Finance, Agriculture and Rural Development, Labor - Invalids and Social Affairs, the Committee for Ethnic Minority Affairs, and related ministries and agencies to prepare well the materials for the 6th session of the Central Steering Committee on National Target Programs for the 2021 - 2025 phase, held online with localities regarding the implementation of the Programs in the first 7 months of 2024, difficulties, obstacles, solutions, and key tasks for the upcoming period.

- Urgently appraise the comprehensive strategy for investment development of enterprises under the management scope of the Committee for State Capital Management at Enterprises until 2030, with a vision to 2035; complete in September 2024.

- Report to the Prime Minister of the Government of Vietnam in August 2024 on organizing a conference to review 02 years of implementation of the Resolutions of the Politburo on the development of socio-economic regions until 2030, with a vision to 2045, associated with building and implementing regional planning.

- Promptly submit to the Government of Vietnam for presentation to the Standing Committee of the National Assembly the principles, criteria, and allocation norms for state budget investment expenditures for the 2026 - 2030 period.

- Focus on researching and proposing to the Government of Vietnam for reporting to the National Assembly the amendments of the Public Investment Law and the Public-Private Partnership Investment Law at the 8th session of the 15th National Assembly.
