The storage of registration dossiers, issuance of certificates of land use rights and ownership of property affixed to the land in Vietnam is stipulated in Article 19 of Circular 10/2024/TT-BTNMT as follows:
- Storage dossiers during the procedures for registration, issuance of Certificates, include:
+ Papers submitted by land users, asset owners attached to land during the procedure to register and issue Certificates;
+ Papers created by competent authorities during the process of resolving registration and issuance procedures for Certificates;
+ The revoked Certificate.
After the Certificate is revoked, the Land Registration Office shall stamp "Revoked" on the issued Certificate for storage.
- The dossiers stipulated in Clause 1, Article 19 of Circular 10/2024/TT-BTNMT shall be stored and compiled into files sorted for each parcel, each apartment, ordered and numbered chronologically as per the cadastral register of the initial land registration, assets attached to land; the file number consists of 06 digits and is numbered continuously, following the sequence of files created before the effective date of Circular 10/2024/TT-BTNMT.
In the case of the initial land registration where the land user requests a single Certificate for multiple agricultural parcels, a common file for these parcels is created.
If the land registration is for multiple parcels without issuing a Certificate, a common file is created for these parcels.
If there is a change in registration that separates a parcel to create a new parcel, separate files will be created for each new parcel.
If there is a change in registration that merges parcels, a new file will be created for the merged parcel based on the combination of the files of the parcels before the merger.
- In localities that have implemented electronic land registration, the dossiers stipulated in Clause 1, Article 19 of Circular 10/2024/TT-BTNMT are stored in the land database.
Where the locality has not implemented the receipt of land registration dossiers electronically, the dossiers stipulated in Clause 1, Article 19 of Circular 10/2024/TT-BTNMT are digitized and stored in the land database.
- The code of the dossier for the registration change procedure to search for registration change dossiers is represented by 03 consecutive sequences separated by a "dot" in the form (ST.MB.TB), in which:
+ ST is the serial number of the dossier as stipulated in Clause 2, Article 19 of Circular 10/2024/TT-BTNMT;
+ MB is the code of the type of change, represented by symbols as specified in Appendix No. 05 issued with Circular 10/2024/TT-BTNMT;
+ TB is the serial number of the change registration for each dossier specified in Clause 2, Article 19 of Circular 10/2024/TT-BTNMT represented by 03 digits, starting from number 001.
The regulation on QR codes of certificates of land use rights and ownership of property affixed to the land in Vietnam according to Article 14 of Circular 10/2024/TT-BTNMT is as follows:
- The QR code printed on the Certificate is used to store and display detailed information of the Certificate and information for managing the QR code.
- Information returned from the QR code has the same value as the information on the Certificate, consistent with the information in the land database or the cadastral file for areas without a land database.
- The application of the QR code for Certificates must ensure technical requirements for the QR code 2005 format according to the Vietnam standard TCVN 7322:2009 (ISO/IEC 18004:2006).
- The QR code of the Certificate must be generated and printed by the same software application managing the local land database and integrated into the national land database.
- The size of the QR code image printed on the Certificate is 2.0 cm x 2.0 cm. The QR code is displayed at the top right corner of page 1 of the Certificate of Land Use Rights, ownership of property affixed to the land in case of the initial issuance; in case of changing information after issuing the Certificate, the QR code is displayed at the top right corner of the "Content of Change and Legal Basis" column at item 6 on page 2 of the Certificate.
