1. International integration activities in science and technology in Vietnam

According to Article 71 of the Law on Science and Technology 2013, international integration activities in science and technology are regulated as follows:

- Collaborating with and participating in scientific and technological activities with foreign countries, including:

+ Participating in foreign science and technology organizations, associations, and science and technology associations;

+ Engaging in research, training, consultancy, and science and technology conferences and workshops of foreign organizations, individuals, and international organizations domestically and abroad;

+ Establishing foreign-invested science and technology organizations in Vietnam and setting up representative offices and branches of Vietnamese science and technology organizations abroad.

- Developing and implementing joint programs and projects on scientific research and technology development within the framework of bilateral, multilateral, regional, interregional, and international agreements.

- Attracting and employing experts, Vietnamese scientists abroad, foreign experts, and scientists to participate in scientific research and technology development programs and projects, science and technology human resources training programs, and other scientific and technological activities in Vietnam.

- Organizing exhibitions, science, and technology forums, technology fairs, centers, technology trading floors; introducing and transferring scientific research and technology development results, especially advanced technologies and high technologies of other countries and Vietnam.

- Seeking and transferring advanced technologies from abroad into Vietnam.

- Developing a network of Vietnamese science and technology representatives abroad.

2. Regulations on measures to promote international integration in science and technology in Vietnam

According to Article 72 of the Law on Science and Technology 2013, the measures to promote international integration in science and technology in Vietnam are regulated as follows:

- Completing the legal framework for international integration activities in science and technology.

- Promoting participation in, signing, and implementing international treaties and agreements on science and technology cooperation.

- Enhancing training, capacity building, and improving professional and foreign language skills for the science and technology workforce.

- Building several scientific research and technology groups that meet regional and international standards.

- Strengthening infrastructure to serve the development of science and technology, especially the national database system on science and technology, key laboratories that meet regional and international standards. Connecting modern and advanced information networks regionally and internationally for research and training.

- Completing the preferential mechanisms and policies to support Vietnamese organizations and individuals in participating in international integration activities in science and technology.

- Establishing mechanisms and policies to attract overseas Vietnamese, foreign organizations, and individuals to participate in the development of science and technology in Vietnam.

- Effectively utilizing foreign loans and aid for investment in science and technology.

3. Regulations on building and developing the science and technology market in Vietnam

According to Article 69 of the Law on Science and Technology 2013, the State has the following policies and measures to build and develop the science and technology market:

- Encouraging all activities of technology transfer and assignment based on the principles of voluntariness, equality, and mutual benefits;

- Perfecting policies and laws on intellectual property and technology transfer;

- Applying preferential policies for products during the experimental production phase with new technology; products created from new technology applied for the first time in Vietnam; scientific and technological consultancy activities; high-tech equipment import, technology export;

- Applying reward policies for labor groups and individuals engaged in creative innovations, inventions, initiatives, technical improvements, production rationalization, and the application of new technologies transferred;

- The State establishes and encourages organizations and individuals to establish science and technology service organizations, centers to promote and support technology transfer activities; technology trading centers, exchanges; technology-equipment fairs.
