Criteria for considering promotion from rank III to rank II of public employees in the agriculture and rural development sectorfrom January 6, 2025

The standards and conditions for applying to be considered for promotion of public employees in the agriculture and rural development sector from rank III to rank II are as follows:

- Public employees applying for promotion from rank III to rank II must meet the general standards and conditions stipulated in Article 2 of Circular 16/2024/TT-BNNPTNT. During their tenure in a rank III and equivalent professional title, they must meet one of the following standards and conditions:

+ Have presided over once or participated twice in: Developing national standards, national technical regulations, or economic-technical guidelines and norms related to the field of agriculture and rural development, which have been issued by competent authorities and assigned and confirmed by the head of the agency or unit.

+ Have presided once over a scientific and technological task at the ministry or provincial level or participated twice in implementing a scientific and technological task at the ministry or provincial level, or have presided three times over a local scientific and technological task in the field of agriculture and rural development which have been accepted from the required level and assigned and confirmed by the head of the agency or unit.

+ Have received a commendation from the Minister or the Chairman of the provincial People's Committee, or the title of Emulation Soldier at the ministry or provincial level for outstanding achievements in professional activities in the agriculture and rural development sector.

- For public employees in the forest management and protection sector, applying for promotion from rank III to rank II, they must meet the general standards and conditions stipulated in Article 2 of Circular 16/2024/TT-BNNPTNT. During their tenure in the professional title of forest management and protection rank III and equivalent, they must meet one of the following standards and conditions:

+ Have presided twice or participated three times in developing: Sustainable forest management plans; planning, schemes, or projects on forest management and protection, which have been issued or accepted by competent authorities from the required level, and assigned and confirmed by the head of the agency or unit.

+ Achieve the accomplishments stipulated at point c, clause 1, Article 3 of Circular 16/2024/TT-BNNPTNT.

- Public employees applying for promotion must have held the position of public employee professional title in the agriculture and rural development sector rank III and equivalent for at least 9 full years (excluding probation and trial periods). In which, the most recent period in the public employee professional title of agriculture and rural development rank III must be at least 1 full year (12 months) by the application submission deadline for promotion consideration.
