According to Article 41 of the Information Technology Law 2006, the standards and quality in information technology application and development activities in Vietnam are as follows:
- The management of standards and quality of information technology products and services is conducted in accordance with the provisions of law on standards and quality.
- Organizations and individuals involved in the production, provision of information technology products and services are encouraged to declare their base standards and ensure their products and services comply with the declared standards.
- The quality of information technology products and services is managed through the following forms:
+ Certification of conformity with standards and technical regulations;
+ Declaration of conformity with standards and technical regulations;
+ Quality inspection.
- The Ministry of Posts and Telecommunications announces information technology products and services that need to apply national or international standards; promulgates and announces the application of technical regulations; specifically stipulates the management of the quality of information technology products and services; prescribes conditions for domestic and foreign testing agencies serving the quality management of information technology products and services and announces authorized information technology testing agencies.
- The mutual recognition of conformity evaluation standards for information technology products between the Socialist Republic of Vietnam and foreign countries and with international organizations is carried out according to the international treaties to which the Socialist Republic of Vietnam is a member.
Encouragement for research and development in information technology is regulated in Article 38 of the Information Technology Law 2006 as follows:
- The state encourages organizations and individuals to engage in the research and development of information technology and products to foster socio-economic development, ensure national defense and security, and enhance the material and spiritual life of the people.
- Organizations and individuals conducting research and development of information technology and technological products for economic-social management innovation and technological innovation are entitled to tax, credit, and other incentives as stipulated by law.
- The state creates favorable conditions for scientific and technological organizations and individuals to transfer research and development results in technology and information technology products for widespread application in production and daily life.
Research and development of technology and information technology products are regulated in Article 40 of the Information Technology Law 2006 as follows:
- The state encourages organizations and individuals to participate in the research and development of technology and information technology products.
- The state prioritizes allocating funds from the state budget for programs and projects on software research and development; prioritizes information technology research and development activities at universities and research institutions; develops models linking research, training with information technology production.
- The state management agency for information technology presides over, in cooperation with the state management agency for science and technology, organizing the selection of research, training institutions, and enterprises to perform tasks on key information technology product research and development.
