Failure to assess and grade Vietnamese officials and public employees who have worked for less than 6 months

From August 20, 2020, the effective date of Decree 90/2020/ND-CP, the principles for evaluating and rating the quality of Vietnamese officials and public employees:

First, ensure objectivity, fairness, and accuracy; no favoritism, harassment, bias, or formality; ensure proper management authority in evaluating Vietnamese officials and public employees.

Second, the evaluation and rating of quality must be based on assigned responsibilities and tasks and the result of task performance, reflected through specific work and products; for public officials, civil servants, and managerial public employees, it must be associated with the performance results of the agency, organization, or unit under management.

Third, Vietnamese officials and public employees who have worked in the year for less than 6 months are not subject to quality evaluation and rating but must still review their working time within the year, except for maternity leave according to the law.

• Vietnamese officials and public employees who take leave and do not participate in work according to the law for 3 to less than 6 months in the year are still subject to evaluation but cannot be rated as having completed the task well or higher.
• Vietnamese officials and public employees on maternity leave according to the law are rated based on their actual working time during the year.

Fourth, the evaluation and rating results of Vietnamese officials and public employees as stipulated in this Decree serve as a basis for integrated rating in the assessment and rating of Party members.

Thus, Decree 90/2020/ND-CP nullifies the provisions in Decree 56/2015/ND-CP that considered Vietnamese officials and public employees who did not complete tasks due to objective, unavoidable factors in the evaluation and rating process.
