Therefore, to successfully fulfill the tasks according to the conclusions of the Politburo and the National Assembly of Vietnam, contributing to promoting the restructuring, reform, and development of agricultural and forestry companies, creating new motivation for economic development and social welfare, the Prime Minister of the Government of Vietnam requires the Ministry of Finance of Vietnam to perform the following tasks:

- Preside, in cooperation with the Ministry of Agriculture and Rural Development, relevant Ministries, central and local authorities, and related agencies, to urgently submit to the competent authority for consideration and decision on mechanisms to support insolvent agricultural and forestry companies for dissolution; supplement charter capital for agricultural and forestry companies that are 100% state-owned single-member limited liability companies according to the Conclusion 82-KL/TW 2020 and the provisions of Clause 7, Article 1 of the Decree 04/2024/ND-CP, and report to the Prime Minister of the Government of Vietnam, the Government of Vietnam in Q3 2024.

- In case the mechanisms and policies exceed the authority of the Government of Vietnam, it is necessary to promptly study and develop a scheme to submit to the Party Personnel Committee of the Government of Vietnam, and report to the Politburo to ensure timely progress for reporting to the Standing Committee of the National Assembly, the National Assembly at the latest by the 9th session of the National Assembly, ensuring there is a legal basis for implementation in the fiscal year 2025.
