Units specified at point a, point b, point dd of clause 1, Article 2 of Circular href="https://lawnet.vn/vb/Thong-tu-21-2020-TT-BGDDT-huong-dan-cong-tac-thi-dua-khen-thuong-nganh-Giao-duc-6DA25.html">21/2020/TT-BGDDT dated July 31, 2020 (excluding Vietnam Education Publishing House, Regional Universities) shall select 01 collective of departments, faculties, equivalent divisions under the unit, leading all departments, faculties, equivalent divisions to recommend to the Minister for awarding the Emulation Flag of the Ministry of Education and Training.

For units with 20 or more departments, faculties, and equivalent divisions, the head of the unit shall divide into 02 emulation clusters, selecting 01 leading collective of each emulation cluster to propose to the Minister for awarding the Emulation Flag of the Ministry of Education and Training of Vietnam.

Vietnam Education Publishing House, Regional Universities, National Universities shall proactively divide member units into emulation clusters, selecting 01 leading unit of each emulation cluster to propose to the Minister for awarding the Emulation Flag of the Ministry of Education and Training of Vietnam.

The dossiers proposing the recognition of emulation titles, forms of commendation at the Ministry level shall be submitted to the Ministry of Education and Training before August 31 every year for units that assess emulation by school year and before January 31 every year for units that assess emulation by calendar year.

Decision 2344/QD-BGDDT takes effect in Vietnam from the date of signing.
