Vietnam’s guidelines on plans for professional training and advanced training in land prices 

According to Circular No. 12/2024/TT-BTNMT, guidelines on plans for professional training and advanced training in land prices are as follows: 

(1) Training facilities meeting the following conditions shall develop plans for professional training and advanced training in land prices (hereinafter referred to as “training plans”) and submit them to the Ministry of Natural Resources and Environment of Vietnam: 

- Being higher education facilities, vocational training facilities, advanced training facilities for officials and public employees, or other training established and licensed for operations by the State as prescribed by the law; 

- Having at least 3 tenured lecturers or persons who are guest lecturers meeting professional standards and qualifications according to the law with master’s degrees or higher in majors concerning land management, cadaster, real estate, valuation, economy, finance, accounting, audit, and banking and working experience of at least 10 years directly related to the teaching themes; (according to Points a and b Clause 3 Article 36 of Decree No. 71/2024/ND-CP)

(2) Training plans shall be developed annually, ensuring the adequacy of the following contents: 

- Time and form of training and advanced training, where the direct learning time shall account for at least 60% of the total duration of the training course; 

- Capacity records of expected lecturers (including tenured lecturers and guest lecturers); 

- Expected teaching materials and documents shall be developed based on the framework program on professional training and advanced training in land prices promulgated by the Ministry of Natural Resources and Environment of Vietnam; 

- Sets of questions for exams for completion of courses of professional training and advanced training in land prices. 

During the implementation, where there are changes to lecturers, the number of expected learners, contents, new regulations of the State relevant to land prices in teaching materials and documents, question sets for exams, updates on knowledge of individuals engaging in land price counseling practice, training plans shall be revised and submitted to the Ministry of Natural Resources and Environment of Vietnam. 

(3) Training facilities with training plans meeting the conditions prescribed in (2) shall be disclosed by the Ministry of Natural Resources and Environment of Vietnam on its web portal and issue certificates of completion of courses of professional training and advanced training in land prices (hereinafter referred to as “certificates”) prescribed in (4) following the number of expected learners in conformity with training plans.  

(4) Codes of certificates shall be consistently managed nationwide and issued by the Land Resources Planning and Development. Codes of certificates shall be written of certificates for inspection and monitoring.
