Focus on enhancing the foreign language proficiency of students, gradually making English the second language in schools.

Encourage domestic educational and training institutions to link and cooperate with advanced educational and training institutions worldwide. Develop breakthrough mechanisms and policies to attract and utilize foreign experts, scientists, and overseas Vietnamese to teach, research, and work at domestic educational and training institutions; encourage and attract foreign students to study in Vietnam.

Attract prestigious international higher education institutions to open branches in Vietnam.

Continue training high-quality human resources abroad funded by the state budget, especially training PhD-level faculty and experts in key technical and technological fields. Enhance the promotion of the Vietnamese language and culture overseas.

Researching Mechanisms for Teacher Rotation Between Localities in Vietnam

Develop, improve the quality, and standardize the teaching staff and educational management personnel at all levels; ensure a sufficient number of teachers as per the prescribed norms; research mechanisms and policies for the allocation and rotation of teachers between localities to fundamentally solve the localized teacher surplus and shortage, and improve the quality of education in difficult areas.

Comprehensively reform state management of teachers, linking it with professional and quality management.

Vigorously reform the mechanisms and policies for discovering, recruiting, utilizing, training, remunerating, and respecting talents working in the Education sector; implement the policy of prioritizing the highest salary grade for teachers within the administrative and career ladder system, with additional allowances depending on the nature of the job and region.

Promote democracy, respect for academic freedom and creativity, and uphold the ethics and responsibilities of teachers.
