Issuing Circular on financial support guidelines for economic-defense units in Vietnam

Circular 80/2024/TT-BTC provides guidance on financial support for economic-defense delegations as stipulated in Clause 1, Article 36 of Decree 22/2021/ND-CP concerning economic-defense zones:

- Support for funding the purchase, repair of medical equipment and medicine for disease examination and treatment; funding for implementing social policy work concerning the medical units under the organization of economic-defense delegations.

- Support for funding the purchase and repair of transportation vehicles, fuel, and other equipment and material supplies.

- Support for funding activities related to propaganda and population mobilization in the economic-defense zones.

Regarding the preparation of budget estimates: Annually, based on assigned tasks, economic-defense delegations eligible for the policy prepare detailed budget estimates according to the specific contents stipulated in Circular 80/2024/TT-BTC and submit them to the superior unit for appraisal, report to the Ministry of Defense for compilation in the regular defense expenditure estimates of the Ministry of Defense, and submit to the Ministry of Finance before July 20 annually.

The Ministry of Finance consolidates the financial support estimates for economic-defense delegations into the regular defense expenditure estimates of the Ministry of Defense, reports to the Government of Vietnam for submission to the National Assembly for decision approval in accordance with the provisions of the Law on State Budget.

Based on the annually approved regular defense expenditure estimates by the competent authority, the Ministry of Defense allocates expenditure tasks and assigns estimates according to the provisions of the Law on State Budget and the stipulations in Circular 80/2024/TT-BTC.

More details can be found in Circular 80/2024/TT-BTC which takes effect from December 30, 2024, and replaces Circular 02/2018/TT-BTC, except for the policy supporting defense-security enterprises participating in the construction activities of economic-defense zones as stipulated in Clause 4, Article 3 of Circular 02/2018/TT-BTC which will continue to be executed until a new regulation is issued.
