On October 30, 2024, the Central Executive Committee of Vietnam issued Directive 39-CT/TW to enhance the effectiveness of social policy credit in the new period in Vietnam.
The Secretariat requires all levels of party committees, party organizations, government, the Fatherland Front of Vietnam, and socio-political organizations to thoroughly grasp and effectively implement the following tasks and solutions:
- Strengthen the leadership and direction to disseminate, instill, and well organize the execution of the Communist Party's guidelines, and the State's policies and laws regarding social policy credit, to create a high consensus in understanding the position and role of social policy credit.
- Enhance the role of party committees, party organizations, government, the Fatherland Front of Vietnam, and socio-political organizations concerning social policy credit.
Identify social policy credit work as one of the key tasks in implementing the planning and socio-economic development plans of units, localities, and the 10-year socio-economic development strategy for 2021 - 2030.
The ministries and central authorities, local governments, and socio-political organizations will strengthen coordination in building and implementing social policy credit programs; training, technical support, technology transfer, product consumption; developing and replicating excellent production and business models that effectively utilize loans.
- Improve the system of mechanisms and policies on social policy credit towards inclusivity and sustainability; integrate it into the overall implementation of the 10-year socio-economic development strategy for 2021 - 2030, the 5-year socio-economic development plan 2026 - 2030, the National Comprehensive Financial Strategy to 2025, with orientation towards 2030, the Social Policy Bank Development Strategy to 2030, and national target programs.
Expand the scope, scale, subjects, increase loan amounts, and loan terms suitable to the objectives of national target programs, socioeconomic development goals, the state's budget balancing ability, development conditions, characteristics of each region, production and business cycles; prioritize providing social policy credit to those affected by natural disasters, epidemics, poor students, and other emergency cases... Apply the highest preferential level for poor households, ethnic minority households, disadvantaged areas, ethnic minority and mountainous areas; followed by near-poor households and newly escaped from poverty households; and other policy subjects. Adjust preferential levels in accordance with actual conditions.
