Functions of the District Medical Centers in Vietnam from January 1, 2025

The District Medical Center functions to provide professional and technical services in preventive healthcare, medical examination, treatment, rehabilitation, reproductive health, food safety, population, and other healthcare services as prescribed by law. It directly manages commune-level medical stations in communes, wards, and commune-level towns (collectively referred to as commune medical stations) and any other organizations under the District Medical Center in the area.

Additionally, the District Medical Center has the following tasks and powers:

- Implement professional and technical service activities in preventive healthcare:

- Implement professional and technical service activities in medical examination, treatment, and rehabilitation:

- Implement professional and technical service activities in reproductive health care:

- Implement professional and technical service activities in food safety:

- Implement professional and technical service activities in population:

- Conduct tests, imaging diagnostics, and functional tests to support professional and technical activities according to the Center's functions and tasks and residents' needs; organize measures to ensure biological safety in laboratories and radiological safety as prescribed by law.

- Implement health service activities in disaster prevention and remedy, and respond to public health emergencies.

- Propagate, provide information on the guidelines and policies of the Communist Party, State laws, and organize advisory, educational, communication activities, and motivate the public to participate in health protection, care and improvement, food safety, population work and development in the area.

- Manage, guide, supervise support in professional, technical activities:

- Train and foster healthcare personnel:

- Procure, receive, supply, store, distribute, and use medicine, contraceptives, vaccines, medical biologicals, chemicals, and medical equipment and supplies to support professional activities as prescribed by competent authorities and by law.

- Implement projects and programs in the fields of healthcare and population as prescribed by competent authorities; implement military-civil medical combination according to specific local characteristics and legal regulations.

- Enter into contracts with social insurance agencies to organize medical examination and treatment covered by health insurance at the District Medical Center, commune medical stations, and other organizations under the District Medical Center as prescribed by law.

- Conduct research and participate in scientific research, technology development; apply and develop science and technology in professional activities.

- Carry out tasks related to social work, quality management, information technology, digital transformation, and international cooperation in accordance with practical conditions and legal regulations.

- Implement policies, statistics, reporting; build, compile, and provide medical and population database information as prescribed by law.

- Manage human resources, finances, and assets according to the decentralization and legal regulations.

- Execute other tasks and powers as assigned by competent authorities.
