On November 16, 2024, the Minister of Health of Vietnam issued Circular 36/2024/TT-BYT stipulating health standards and medical examinations for drivers, operators of specialized motorcycles; periodic health examinations for professional drivers of automobiles; and the health database of drivers, operators of specialized motorcycles.
- The health examination procedure for drivers and operators of specialized motorcycles, and periodic health examinations for professional automobile drivers in Vietnam shall be conducted in accordance with the provisions of Article 35 of Circular 32/2023/TT-BYT.
- The content of the health examination for drivers and operators of specialized motorcycles is stipulated in Appendix II issued together with Circular 36/2024/TT-BYT.
- The content of periodic health examinations for professional automobile drivers includes:
+ As defined in Clause 3, Article 36 of Circular 32/2023/TT-BYT; for mental health examination content, it follows the regulations in Section 1, Part II, Appendix II issued with Circular 36/2024/TT-BYT;
+ For female professional automobile drivers, periodic health examinations must include obstetrics and gynecology according to the provisions of Clause 4, Article 36 of Circular 32/2023/TT-BYT;
+ Drug testing and alcohol concentration testing.
- The issuance and storage of health examination certificates for drivers and operators of specialized motorcycles, and periodic health examination records for professional automobile drivers, shall be conducted following the regulations at Article 38 of Circular 32/2023/TT-BYT.
The health examination costs for drivers and operators of specialized motorcycles in Vietnam are implemented in accordance with Article 33 of Circular 32/2023/TT-BYT as follows:
- Organizations or individuals requesting a health examination must pay the health examination costs to the health examination facility according to the service fees approved by the competent state authority or as agreed between the two parties, except for cases that are exempt or reduced under the law.
- In the case where the person undergoing the health examination requires the issuance of two or more health examination certificates, that person must pay additional fees for the issuance of health examination certificates according to the regulations of that health examination facility.
- The collection, payment, management, and use of fee revenues from health examination activities shall be conducted in accordance with legal regulations.
