New regulations on management of toll tickets in Vietnam from 2025

- The printing, issuance, management, use, and refund (if any) of tickets will comply with the legal regulations on the management of invoices for the sale of goods and provision of services.

- Toll tickets serve both as a control document when vehicles pass through a toll station and as a payment document in accordance with legal regulations on the management of invoices for the sale of goods and provision of services. Toll tickets in the form of single-stop issuance for a specific toll station are valid only at that station. Electronic non-stop toll tickets are implemented according to regulations on the collection of toll fees in electronic non-stop form.

- Toll tickets are sold based on the vehicle corresponding to the denomination stated on the ticket. Monthly and quarterly tickets must clearly indicate the period of use and the vehicle's license plate. Monthly and quarterly tickets must be used correctly at the station and within the period stated on the ticket. In case of a license plate change and after updating the information with the toll collection unit, the monthly and quarterly tickets may continue to be used until their expiration. When purchasing monthly or quarterly tickets for the first time, or when there are changes in the technical specifications on the Certificate of Technical Safety and Environmental Protection, the buyer must present the Certificate of Technical Safety and Environmental Protection issued by the registration authority (the original or certified copy, or a certified electronic copy from the original or the e-copy issued from the original book) to purchase tickets according to the applicable fee for the vehicle type as regulated.

- In cases where the toll station stops collection or temporarily suspends collection indefinitely, the collecting unit will refund the purchase price of monthly and quarterly tickets to the vehicle owner. The refund amount will be calculated by dividing the fee by 30 days (for monthly tickets) or by 90 days (for quarterly tickets), multiplied by the remaining valid days of the ticket from the date collection stops or is temporarily suspended.

- In the event of a disaster, epidemic, natural disaster, or other force majeure circumstances requiring temporary suspension of collection as requested by the competent authority, the collecting unit will extend the validity of monthly and quarterly tickets. The extension will equal the number of days of temporary suspension, ensuring it does not exceed the remaining validity days of the monthly or quarterly ticket from the commencement date of the suspension.
