Guidance on the plan for training and refresher training on land price in Vietnam

Circular 12/2024/TT-BTNMT guides the plan for training and refresher training on land price in Vietnam as follows:

(1) Training institutions meeting the following requirements shall formulate a training and professional development plan on land pricing (hereinafter referred to as the Training Plan) and submit it to the Ministry of Natural Resources and Environment:

- Being a higher education institution, vocational education institution, training and development institution for officials and public employees, or other training organizations established and allowed to operate in accordance with the law;

- Having at least 03 full-time lecturers, invited lecturers meeting the standards, qualifications, and professional skills according to the law, holding at least a master’s degree in fields such as land management, cadastral, real estate, valuation, economics, finance, accounting, auditing, banking, and having at least 10 years of work experience directly related to the teaching subjects; (as per points a and b, clause 3, Article 36 of Decree 71/2024/ND-CP)

(2) The Training Plan is developed annually, ensuring the following contents:

- Time, training methods, and modes of professional development in which direct, focused learning time ensures at least 60% of the total duration of the training course;

- Competency profile of anticipated lecturers (including full-time lecturers and invited lecturers);

- Curriculum and teaching materials are developed based on the training program framework on land pricing issued by the Ministry of Natural Resources and Environment of Vietnam;

- Examination questions for the assessment of the completion of the training and professional development course on land pricing.

During the implementation process, if there are changes in the faculty, anticipated number of learners, contents, new state regulations related to the field of land pricing in the curriculum, teaching materials, examination questions, and updates for individuals practicing land valuation consulting, the Training Plan must be adjusted and submitted to the Ministry of Natural Resources and Environment.

(3) Training institutions with a Training Plan meeting the conditions specified in section (2) are publicly disclosed by the Ministry of Natural Resources and Environment on the electronic information portal and are issued a Certificate of Completion of the training and professional development course on land pricing (hereinafter referred to as Certificate) as regulated in section (4) based on the anticipated number of learners suitable for the Training Plan.

(4) Certificate codes are centrally and uniformly managed nationwide by the Department of Planning and Development of Land Resources. The Certificate code is recorded on the Certificate for verification and monitoring purposes.
