From August 01, 2024, to conduct land inventory in Vietnam in 2024

According to Directive 22/CT-TTg issued in 2024, the implementation time for the 2024 land inventory will be uniformly conducted across Vietnam starting from August 01, 2024. The land inventory data for 2024 will be collected until December 31, 2024.

Land Inventory Content

The land inventory content for 2024 for each administrative unit at all levels includes:

(i) The area of different types of land as per the provisions in Article 9 and the entities managing and using land as stipulated in Articles 6 and 7 of the Land Law 2024;

(ii) The status of management and use of golf course land; airports; areas of erosion and accretion; land originating from agricultural and forestry enterprises, and other specialized subjects.

The 2024 land inventory must assess the current status of land management and use; land changes over the past five years for each locality and the whole country; especially the management and implementation of land-use planning and plans; the compliance with land laws by organizations and individuals using the land; clarify the causes of limitations and inadequacies; and propose measures to enhance land management and utilization efficiency.

Solutions for Implementing the Land Inventory

- The 2024 land inventory for the contents in (i) will be based on existing land documentation and data, combined with actual surveys, mapping, and revision for cases of land changes during the inventory period (from 2020 to the end of 2024) and compile the 2024 land inventory results;

- The thematic land inventory for the contents in (ii) will be conducted through direct surveys and other related methods for compilation and reporting;

- Apply information technology for calculating and compiling land area, creating land use status maps at all levels to ensure accuracy and consistency of the land inventory results;

- Strict monitoring and oversight during implementation; particularly emphasizing verification and acceptance of results at all stages at all levels, especially at the commune level to ensure data quality and authenticity of the 2024 land inventory statistics;

- Localities, based on work requirements and actual conditions, should mobilize appropriate existing specialized forces from agencies and public service providers at all levels to participate in the implementation to ensure quality and timely manner as per regulations; in case of manpower shortages, hire suitable non-public organizations to perform the tasks.

Deadlines for Completion and Reporting of Inventory Results ov

- The provincial People's Committee will decide on the time for completion and submission of commune and district-level land inventory results;

- The provincial level must complete by June 30, 2025;

- The Ministry of National Defense and the Ministry of Public Security must complete and send the results to the provincial People's Committee by March 31, 2025, for consolidation and reporting; and send the results to the Ministry of Natural Resources and Environment by June 30, 2025;

- Summarize and publish the 2024 land inventory results before September 30, 2025.
