On July 31, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 11/2024/TT-BTNMT stipulating technical regulations on land surveying and assessment techniques; land conservation and restoration techniques in Vietnam
Circular 11/2024/TT-BTNMT stipulates technical regulations on land surveying and assessment techniques; land conservation and restoration techniques in Vietnam , including:
- Techniques for land survey and evaluation include:
+ Techniques for surveying and evaluating land quality and land potential as stipulated in Clause 1, Article 53 of the Land Law 2024;
+ Techniques for surveying and evaluating land degradation as stipulated in Clause 2, Article 53 of the Land Law 2024;
+ Techniques for surveying and evaluating land pollution as stipulated in Clause 3, Article 53 of the Land Law 2024;
+ Techniques for monitoring land quality, land degradation, and land pollution as stipulated in Clause 4, Article 53 of the Land Law 2024;
+ Techniques for thematic land survey and evaluation as stipulated in Clause 2, Article 52 of the Land Law 2024.
- Techniques for land protection, rehabilitation, and restoration as stipulated in Article 54 of the Land Law 2024.
- Subjects of land quality and land degradation survey and evaluation across the country, socio-economic regions (hereinafter referred to as regional level), and provinces and centrally-run cities (hereinafter referred to as provincial level) include agricultural land and unused land (excluding rocky mountains without forest cover).
- Subjects of national, regional, and provincial land potential survey and evaluation include agricultural land, non-agricultural land, and unused land.
- Subjects of land pollution survey and evaluation:
+ Subjects of national and regional land pollution survey and evaluation include agricultural land and unused land (excluding rocky mountains without forest cover);
+ Subjects of provincial-level land pollution survey and evaluation include lands with pollution sources, including: agricultural land; unused land (excluding rocky mountains without forest cover); land planned for urban and rural residential areas.
- Subjects of land quality, land degradation, and land pollution monitoring are types of land stipulated in Clauses 1 and 3, Article 4 of Circular 11/2024/TT-BTNMT identified according to the network of fixed monitoring points nationwide.
- Subjects of thematic land survey and evaluation are one or multiple types of land stipulated in Article 9 of the Land Law 2024 as decided by competent State agencies to organize and implement thematic land survey and evaluation tasks.
- Subjects of land protection, rehabilitation, and restoration are types of land in degraded or polluted areas.
