Principles of emulation and commendation in the People's Procuracy sector in Vietnam from January 10, 2024

The principles of emulation and commendation in the People's Procuracy sector in Vietnam are stipulated in Article 4 Circular 02/2024/TT-VKSNDTC as follows:

- Implement according to the provisions of Article 5 Law on Emulation and Commendation 2022 and Article 4 Decree 98/2023/ND-CP.

- Ensure centralized and unified leadership within the sector for emulation and commendation work of the People's Procuracy sector.

- Ensure democracy, objectivity, substance, efficiency, and promptness; pay attention to commend small collectives and individuals directly carrying out tasks; regularly foster and build collectives and individuals with many achievements, meeting conditions for high forms of commendation and expanding advanced models; focus on sudden commendations, identifying and selecting individuals and collectives with initiatives and outstanding achievements for commendation.

- When considering commendation for heads of agencies or units, it must be based on the achievements of the collective managed by that individual (the form of commendation for the head should not be higher than that of the collective managed by the individual in the working year).

Furthermore, the forms and scope of organizing emulation in the People's Procuracy sector from October 01, 2024, are also stipulated in Article 6 Circular 02/2024/TT-VKSNDTC as follows:

- Forms of organizing emulation include:

+ Regular emulation is the form of emulation based on the assigned functions and tasks of collectives and individuals to organize, launch, aiming to perform well daily, monthly, quarterly, and yearly tasks of the agency or unit;

+ Themed emulation is the form of emulation aimed at performing well the key tasks or a specific area that needs to be focused on within a determined period to strive to complete the critical and urgent tasks of the agency or unit.

- Scope of organizing emulation includes:

+ Within the entire People's Procuracy sector;

+ In emulation clusters, blocks;

+ In units under the Supreme People's Procuracy, the Central Military Procuracy, the High People's Procuracy, the Provincial People's Procuracy.

More details can be found in Circular 02/2024/TT-VKSNDTC which comes into force in Vietnam from October 01, 2024.

Circular 01/2019/TT-VKSTC of the Chief Procurator of the Supreme People's Procuracy, regulating emulation and commendation in the People's Procuracy sector (amended by Circular 01/2020/TT-VKSTC) becomes ineffective from the date Circular 02/2024/TT-VKSNDTC takes effect.
