Regarding this issue, LawNet would like to answer as follows:

On December 29, 2023, the Minister of Health issued Circular 28/2023/TT-BYT on the scope of work of medical staffs in healthcare and the professional content of the training program for medical staffs working at health agencies, units, and organizations without establishing medical examination and treatment facilities.

In cases where the medical staffs have a degree in medicine or are doctors and have completed training programs according to the specialized content and professional skills as regulated, beyond the scope of medical examination and treatment activities mentioned above, they are allowed to conduct early detection and initial treatment and provide advice to patients to seek medical facilities when necessary for the following diseases:
