Full-time teachers at private secondary schools must constitute at least 30%

Recently, the Ministry of Education and Training issued Circular 39/2012/TT-BGDDT promulgating the regulations on organization and operation of private professional secondary schools.

Article 15 of the Regulation issued together with Circular 39/2012/TT-BGDDT stipulates that teachers at private intermediate professional schools must meet the required standards regarding ethical qualities, professional qualifications, health, and have the responsibilities and powers as prescribed by the Charter of private intermediate professional schools and other legal regulations.

In addition, private intermediate professional schools must ensure that the ratio of full-time teachers to the total number of teachers is not less than 30%. The number of full-time and part-time (visiting) teachers must comply with the prescribed teacher-to-student ratios for intermediate professional training. Part-time teachers at private intermediate professional schools have the same rights and obligations as those at public intermediate professional schools. Teachers at private intermediate professional schools are not state employees, and they are recruited and perform according to the policies prescribed by law regarding labor contracts; they are entitled to agreed-upon wages and salaries and are provided with social and health insurance.

Furthermore, this Regulation also stipulates that the management staff and employees of private intermediate professional schools are not state employees, and they are recruited and perform according to the policies prescribed by law regarding labor contracts; they are entitled to agreed-upon wages and salaries and are provided with social and health insurance. The management staff and employees of private intermediate professional schools must strictly comply with the directives, policies, and regulations of the Communist Party and the state laws; they must adhere to the regulations of the Charter of intermediate professional schools, the operational regulations of the school, and other legal provisions.
