According to the Land Law 2024, land inventory is the process by which the State consolidates and assesses land usage status in cadastral records at the time of inventory and the land changes between two inventory instances.
The District-level procedures for land statistics in Vietnam are implemented as stipulated in Article 7 of Circular 08/2024/TT-BTNMT as follows:
(1) Preparation work:
- Develop directives and plans for implementing the land inventory within the district;
- Collect related documents, data, and information concerning land changes within the inventory year in the district, district-level land use planning records, district administrative boundary records; previous period land inventory data or land inventory data conducted in the previous year of the district and other related materials;
- Determine the scope of the district-level land inventory as prescribed in Article 3 of Circular 08/2024/TT-BTNMT;
- Classify, assess, and select collected documents, data, and information.
(2) Review and consolidate land changes in the inventory year for cases with changes in land type, land users, and entities given land management rights that have undergone procedures for land allocation, leasing, purpose conversion, or land recovery within the inventory year for individuals and communities into the List of Changes in the Land Inventory Year and Land Audit Period attached in Appendix IV of Circular 08/2024/TT-BTNMT to be sent to the Commune People’s Committees, excluding communes with an integrated land database managed and operated uniformly at all levels.
(3) Guide, inspect, urge, and resolve difficulties and obstacles during the organization and implementation of commune-level land inventory.
(4) Receive commune-level land inventory results:
- Review and inspect the commune-level land inventory results for completeness and compliance with land inventory regulations;
- Instruct communes to amend and finalize data, and report land inventory results (if any).
(5) Process and consolidate district-level land inventory data and prepare reports according to items a, b, c, d, and dd, Clause 1, Article 5 of Circular 08/2024/TT-BTNMT (Appendix I attached).
(6) Analyze and assess the current land use status, reasons for land changes in the land inventory year compared to the previous year's land inventory data and the previous period’s land audit data, and propose measures to strengthen management and enhance land use efficiency within the district.
(7) Prepare the district-level land inventory results report with the main contents:
- Overview of natural, economic, and social conditions; implementation organization, data sources, materials used to compile the district-level land inventory, and evaluating the reliability of collected data and information;
- Assess the current land use status; evaluate the implementation of the annual district-level land use plans; analyze land changes during the land inventory year;
- Specifically evaluate cases of changes in administrative boundary units, discrepancies in administrative boundary units (if any);
- Propose recommendations.
(8) Finalize, approve the district-level land inventory results.
(9) Print and submit district-level land inventory results as prescribed in Clause 2 and Point a, Clause 4, Article 22 of Circular 08/2024/TT-BTNMT.
